The German midfielder recently expressed his admiration for the club, sparking speculation that he could be on the verge of a move to the Premier League Champions-elect.
Sir Alex Ferguson is a firm admirer of Gotze having become familiar with his abilities during his time spent monitoring Shinji Kagawa.
But United have reportedly identified other areas of the squad that need improving before they can think about splashing the cash on Gotze.
Ferguson is reportedly reluctant to divert funds to a marquee signing when they are a number of positions that could do with some improvement over the summer.
United have already secured the signing of Wilfried Zaha from Crystal Palace. The Championship star will join the club in a deal thought to be worth up to £17 million.
United's withdrawal from the race for Gotze could pave the way for the German international to move to their city rivals Manchester City.
City are keen to exploit Dortmund's interest in Edin Dzeko to negotiate a deal to bring Gotze to the Etihad Stadium.
